As parking enforcement and parking revenue collection
evolve over time, there are more and more people and
vehicles, and less space. Given this reality, some
facts never change:
- A segment of the population absolutely will NOT
pay until FORCED to do so, usually by means of physical
immobilization of their vehicle. For these repeat
violators, running up multiple tickets, invalidation
of driver's license or vehicle registration and
consecutive notices have little to no effect.
- A significant portion of violators included in
the above category can be heavily inclined to try
to remove or destroy an immobilizer installed on
their car.
These facts lead many to doubt whether flimsy light-weight
wheel boots that are easily removed can really be
an active part of an effective revenue recovery process.
